Beyond BGC and Makati: The Best Philippines Cities for Your Branded Office
29 Jul 2025
When most people think about opening an office in the Philippines, Manila is the first and often the only city that comes to mind. That is understandable — the capital metro area is home to the country's largest concentration of BPO offices, the deepest talent pool, and the most developed commercial infrastructure. But Manila is not the only option, and depending on your requirements, it may not even be the best one.
The Philippines is a country of over 7,000 islands with several major urban centres, each offering distinct advantages for businesses looking to establish a branded office. The right choice depends on your team size, the roles you are hiring for, your budget sensitivity, and whether factors like time zone convenience, lifestyle appeal for staff, or proximity to specific talent pools matter to your operation.
Manila: The Powerhouse
Metro Manila remains the default choice for most international businesses, and with good reason. The metropolitan area of over 13 million people contains the country's largest and most diverse talent pool. Whatever role you need to fill — developers, designers, marketers, accountants, customer service specialists, or AI-trained VAs — Manila has the highest concentration of qualified candidates.
Within Metro Manila, two districts dominate the commercial landscape. Makati is the traditional financial and business centre — think of it as the City of London equivalent. Glass towers, established infrastructure, excellent restaurants, and a professional atmosphere that impresses clients on video calls. Bonifacio Global City, commonly known as BGC, is the newer, more modern district — closer to Canary Wharf or Hudson Yards in feel. Purpose-built for modern businesses, BGC offers wider streets, newer buildings, better pedestrian infrastructure, and a vibrant café and restaurant scene that makes it attractive to younger professionals.
Ortigas Centre and Eastwood City are strong alternatives within Metro Manila that offer similar commercial infrastructure at lower rental costs. Ortigas is a well-established business district with excellent transport links, while Eastwood is a self-contained township popular with BPO workers due to its 24-hour amenities.
The trade-off with Manila is cost and congestion. It is the most expensive Philippines city for office space, though still dramatically cheaper than any Western capital. Traffic congestion is legendary — a factor that affects staff commute times and quality of life. Many businesses mitigate this by choosing office locations near where their staff live, or by offering flexible start times that avoid peak commute hours.
Cebu: The Talent Alternative
Cebu City has emerged as the Philippines' second most important business hub, with a BPO industry that has grown rapidly over the past decade. The Cebu IT Park and Cebu Business Park provide modern commercial infrastructure that rivals anything in Manila, at rental costs that are typically 20% to 30% lower.
The talent pool in Cebu is excellent, particularly for customer service, admin, creative, and tech roles. The city is home to several major universities that produce a steady stream of well-educated, English-proficient graduates. Cebu professionals are known for their strong work ethic and their slightly more relaxed, friendly demeanour compared to Manila — a reflection of the island's more laid-back culture.
For businesses where staff quality of life matters — and it should, because happy staff are productive, loyal staff — Cebu offers an advantage that Manila cannot match. Beautiful beaches are 30 minutes away. The cost of living is lower. Commute times are shorter. Air quality is better. Staff who live well work well, and Cebu provides a lifestyle that makes it easy to attract and retain top talent who might otherwise chase higher salaries in Manila.
The trade-off is a smaller talent pool. For highly specialised roles — senior developers, data scientists, niche industry specialists — you may find fewer candidates in Cebu than in Manila. For most standard business roles, however, Cebu's talent pool is more than adequate.
Clark and Pampanga: The Value Play
Clark, located in the former US military base area north of Manila, has been transformed into a modern economic zone with purpose-built commercial facilities, reliable infrastructure, and significantly lower costs than Metro Manila. The Clark Freeport Zone and surrounding areas offer Grade A office space at roughly half the cost of Makati or BGC.
Clark's advantages include newer buildings designed specifically for BPO and office operations, reliable power and internet infrastructure within the economic zone, and a lower cost of living that allows you to attract good talent at competitive but affordable salary levels. The proximity to Clark International Airport also makes it convenient for international visitors.
The talent pool in Clark is smaller than Manila or Cebu, but growing rapidly as more businesses establish operations in the area. Many Clark-based workers commute from surrounding cities in the Pampanga region, giving you access to a broader regional talent base. The area is particularly strong for customer service and admin roles, with an emerging tech talent community.
Davao: The Southern Opportunity
Davao City on the southern island of Mindanao is the Philippines' third-largest city and an increasingly attractive location for business operations. Known for its cleanliness, safety, lower crime rates, and efficient local government, Davao offers a business environment that some companies prefer to the hustle of Manila.
Office costs in Davao are among the lowest of any major Philippines city, and the local talent pool — while smaller than Manila or Cebu — is growing as universities expand their business and technology programmes. Davao is particularly attractive for businesses that want to offer staff an excellent quality of life at a low cost, maximising the value of competitive salaries.
Iloilo: The Emerging Hub
Iloilo City in the Western Visayas is the Philippines' newest emerging business destination. The Iloilo Business Park development has brought modern commercial infrastructure to a city previously known mainly for its universities and heritage architecture. Rental costs are the lowest of any city on this list, and the local university system — anchored by the University of the Philippines Visayas — produces high-quality graduates.
Iloilo is best suited for businesses that prioritise cost efficiency above all else and are willing to invest slightly more in recruitment to find the right candidates in a smaller market. The city is growing fast, and businesses that establish a presence now will benefit from first-mover advantage in an increasingly competitive talent market.
How to Choose
The right city depends on your specific priorities. Manila for the deepest talent pool and most impressive commercial environment. Cebu for the best balance of talent, cost, and quality of life. Clark for maximum cost efficiency with good infrastructure. Davao for a safe, well-managed city with low overhead. Iloilo for the most affordable entry point in an emerging market.
